Lending Policy

Introduction
The Library lends its collections to all registered borrowers acknowledging, through variations in regulations, the need to ensure that specific materials are available when required by members of the university library.
THe materials held by the Universiti Brunei Darussalam Library are the property of Universiti Brunei Darussalam. All users are expected to treat library materials with reasonable care to prevent loss or damage.

Loans
Normal loans can be borrowed out at the 3M self-check or at the Main Counter. Borrowing privileges for the various categories of users are as follows:


General Collection

  • Students
  • Certificate
  • Undergraduate
  • Post-Graduate (Part time and Full-time)
  • Matriculation
  • Master (Part time and Full-time)
  • Short Course (includes Executive and JKR Courses)
  • may borrow up to 15 books and 1 Media materials for two weeks, 1 red-spot for 2 hours or overnight

Phd. Student

  • may borrow up to 20 books and 1 Media material for 1 month 1 red-spot for 2 hour or overnight
  • Academic Staff
  • Research Fellows
  • Visiting Lecturers
  • May borrow up to 20 books and 1 Media for 1 month 1 red-spot for 2 hour or for overnight Teaching Staff
  • Lecturer (Part time and Full-time)
  • Tutor
  • May borrow up to 20 books and 3 Media for 1 month 1 red-spot for 2 hour or for 3 days Administrative Staff (staff with B2 scale and above)

Senior Officers

  • May borrow up to 20 books and 1 Media for 1 month Administrative Staff (staff with below B2 scale)

Junior Staff

  • May borrow up to 12 books and 1 Media for 14 days

External Members

  • Individual
  • Friends of the library
  • May borrow up to 4 books and 1 Media for 14 days
  • External Students
  • External Lecturer/Teacher
  • May borrow up to 4 books and 1 Media for 30 days
  • Corporate Members (For 20 employees)
  • May borrow up to 4 books and 1 Media per person for 30 days

Curriculum Resource

  • All categories of users
  • Not limited (refer to borrowing privileges and loan follows to general collection).

Red Spot Books

  • All users are allowed to borrow 1 book at a time for two hours
  • Only one book is allowed for overnight loan.
  • Lecturers may loan out for 3 days.

Exam Papers
Maximum of 2 hours and only be used in the Library only.

Bruneiana And Special Collections Division
Bruneiana and Special Collections Division is a closed access section of the library. No library users, unless given special permission by the Chief Librarian or the Head of the Division may enter the closed access area (on a case by case basis). Any need to use the collections within this division must be requested through the item usage available at the Bruneiana Counter or the Special Collections Counter. Only three (3) items can be requested at one time for three hours. A fine for 40 cents per hour will be imposed for overdue.

Lending Guidelines
Lecturers and UBD staff who have an urgent need for Bruneiana, Brunei Serial Publications and Borneo materials can borrow them out. Loan is for one (1) item for one (1) day only, provided there are more than three copies available. If the library only has one or two copies, users will only be allowed to use them in the library for three hours through the item usage forms/library system. Fines will be imposed after one hour (when the three hours loan expired), if items are not returned on time.

Legal Deposits, UBD Archives, Documentation, Press Cuttings, Rare, Restricted and thesis materials cannot be borrowed or taken out of the library. Users will only be allowed to use them in the library for three hours through the loan forms/library system.

Documentation and other certain materials that do not have barcodes must be borrowed through the Item Usage Form.

The use of Restricted, Rare and Manuscript collections have to be monitored. Users must write a letter for permission to use these materials from the Chief Librarian first by giving a complete personal detail, or permission will not be granted. Staff on duty at the counter must check the permission letter from the Chief Librarian before entertaining the user request. Users of these materials must sit at the special area near the Bruneiana Counter for easy monitoring.

Restricted, Rare and Manuscript collections cannot be photocopied and the staff on duty at the counter must remember this as the contents of certain materials, especially restricted items, may be confidential or the content may have a negative impact on the minds of the readers if broadcasted.

Restricted, Rare and Manuscript collections are for study and research purposes only.
The Oil and Gas Industry special materials loaned out must be recorded in the Record Book available at the Special Collections
Counter before borrowing through the Main Counter using the Library System.

Audio-Visual Materials
All audio-visual materials may be borrowed for 1 item for all categories of users except 3 items for lecturer.


Journals
Current issues
Lecturers and UBD staff may borrow for 1 day only
They must write their name and detail of the item in the log book provided by Serial staff and fill in the form as proof of borrowing for the purpose of desensitizing and present it to the staff at the Main Counter

  • To be used in the Library only.

Reference Materials
Reference materials are to be used only in the Library. However academic staff with valid reason and approved by officer in-charge and students may borrow certain reference items if the items are more than 3 copies.

Students
May borrow 1 item for 1 day for presentation purposes and for scanning immediately after scanning. Lecturers May borrow 1 item for not more than 3 days or for 1 semester through Borrowing Scheme need to refer to Main Counter
They must write their name and detail of the item in the log book provided by Reference staff and fill in the form as proof of borrowing for the purpose of desensitizer and present it to the staff at the Main

Maps
Bruneiana Maps and Rare Maps – in house use only
Reference Maps – Please refer to Reference Collections Policy
General Maps – 1 item for 3 days only.

Inter Library Loan
To be used in the library only. In case to lend out had to write a letter (or library purpose to have standard loan letter). Item may be borrowed for 1 day only. In house use and lend out had to record the name in the ILL Loan Book available at the Reference Counter.

Recalls
Borrowers may place a Recall request on most items in the collection, if they are already on loan. Borrowers must return a recalled item by the modified due date. If the item is not returned by the new due date, the borrower is subject to penalties.

Renewals
Borrowers may renew most items, provided there is no recall or hold on the item. The number of renewals may be limited to two times only.

Fines
Books should be returned to the library according to the due date.
Borrowers who fail to do so will be fined.
General Collections, Oil and Gas and Map. – 20 cents per day
Red Spot – 40 cents per hour
Bruneiana, Serial, Reference – 40 cents per hour

Lost/Damaged Materials
For lost/damaged material must be replaced by double the price of the item. For Inter Library Loan items are to be referred to the institutions who lend the item.
